Zusammenfassung
Die Nanotechnologie ist in den Industrieländern ein wichtiges technologiepolitisches Handlungsfeld geworden. Die Entwicklungsdynamik und -richtung dieser Zukunftstechnologie wird neben naturwissenschaftlich-technischen Determinanten von politischen und ökonomischen Faktoren bestimmt. In dem Projekt sollen die Möglichkeiten zur Gestaltung eines technologiepolitischen Feldes untersucht werden. Im Zentrum steht die deutsche Nanotechnologiepolitik seit Beginn der neunziger Jahre, die im Kontext von Europäisierung und Globalisierung analysiert wird. Ziel ist es, die politischen Gestaltungsspielräume in der Technologieentwicklung festzustellen. Anhand der Leitbilder, der Ausgestaltung der Technikfolgenabschätzung, der technologiepolitischen Instrumente, der Netzwerkstrukturen sowie der unterschiedlichen technologiepolitischen Handlungsebenen (Nationalstaat, internationaler Kontext) werden Gestaltungsoptionen analysiert. Dabei wird untersucht, in welcher Weise zentrale gesellschaftliche Anforderungen in die zukünftige Technologieentwicklung eingehen (exemplarisch am Beispiel der Nachhaltigkeit). Methodisch bildet die Analyse von Leitbildern und technologiepolitischen Strategien das Zentrum der Untersuchung.
Governance of Nanotechnology: German innovation policy in the international context
Summery
Nanotechnology has become an important field of Innovation policy in most industrial countries. The future trajectories and the dynamics of technological development of this highly promising future technology will be both determined by scientific/technical factors and by political and economic factors. The project aims to examine the opportunity of shaping technology policy in the field of nanotechnology. The main focus is on German nanotechnology politics, which will be analyzed in the framework of the ongoing Europeanization and globalization. Special attention will be given to the possibilities for political shaping of emerging technologies. Research is focused on four areas: Development of guiding principles, technology assessment, instruments of technology policy, formation and evolution of networks, and multilevel governance of nanotechnology.At the same time it explores the manner in which central societal demands are integrated into future technology development, which will be done to a greater extent in the case of sustainability. Methodically, the analysis of guiding principles (Leitbilder) and technology political strategies constitutes the core of the study.
